What if it’s Claudia Phantomhive? Somehow preserved by Undertaker, who’s involved with the Blue Sect.

I remember in Hellsing that the main evil science organization kept a vampirized Mina Harker for experimentation for over a century and by then, she was nothing like her original self.

Maybe something similar’s happened here. Claudia is a shell of her former self, but her corpse has been preserved well enough for blood transfusions to work in keeping her alive somehow. The lack of long hair could be because her head needed to be shaved in an experiment somehow. 

Since Vincent and Ciel aren’t exactly tall men, it’s possible Claudia was a rather petite woman too. That’d explain her size.
