I don’t think Horst is closeted per se. He doesn’t hide his interest in men, he hides his interest in literally everything.
He would eventually give Lalo some vague compliment that’s out of character for Horst. He’s usually super blunt and to the point so fumbling with a simple statement makes it clear he’s up to something. Lalo picks up on it and would slowly draw the confession out of Horst. Teasing him, flirting back, sorta leading him on. Horst would take like a month to realize what Lalo wants him to do.
