Not quite - he hasn’t quite made it up to the top of the institutional ladder, just as far as he’s going to get at this particular place.

There is a term, but I dunno it/can't find it. There's plateauing, but I don't think that's quite it.

Not quite, but that’s close - it’s not that his performance (as far as he’s concerned) is lacking, it’s just that everyone else has decided they’re not going to promote him anymore.

I think career ceiling is what I was thinking of! In this case, Jack has made it as far up this institutional ladder as he’s going to, but the decision to not promote him anymore was made external to him.
