I really really like the feeling of my cat lying of my chest while I'm lying down. He weighs 15 pounds and is very soft. But I can't force him to stay there, it's only when he wants to. Does anyone know of a good alternative to get the same/a similar feeling? I've thought about getting a weighted stuffed animal but those are pretty expensive.

How about a rice pillow? The rice would give it weight, while the warmth (they can be warmed up in the microwave) could mimick your cat’s body heat. They come in different sizes and shapes depending on your needs. You can also make them yourself. There are several instructions on how to make rice pillows online, such as this one.
Making them yourself may have the advantage of being cheaper and being able to choose size, weight and outside material yourself. You could even try to use faux-fur or similarly fluffy or soft materials to resemble your cat’s fur.
If you have any allergies or can’t deal with the smell of rice, that is something to keep in mind though.
