Money must be such a weird concept for the Starfleet officers on DS9. Like you understand the idea from your school days, it's a form of artificially scarce symbolism representing limited goods—but in your day to day it means nothing. Latinum is just this dumb thing you have to get enough of to give to Quark to make him do what you want; you don't know why he wants it, but if you want the guy to let you use his holosuites you have to give him the metal sticks. It's a weird side quest you occasionally have to go on. You get the idea of scarcity, there are some things a replicator just can't make (or can't make fast enough), but the idea of a symbolic representation of scarcity just seems really odd. You write it of as a strange Ferengi cultural practice. The guy likes useless metal sticks and arbitrarily withholds the holosuites unless you have enough metal sticks, it is what it is.
