As I work towards my 30 hours of CE hours for my LEED ND credential, I found it interesting that installation of bike racks for LEEDv4 projects under NC (New Construction) now require that the bike racks be located within proximity of a bicycle network, which may consist of trails or lanes that connect to:
schools or employment centers
all within 3 miles (bicycling distance) of the project boundary. LEEDv4 also introduces the idea of short-term and long-term parking. Short-term parking must be within 100 feet and within the light-of-sight of any main entrance. Long-term parking must be within 100 feet of any functional entry.
LEEDv4 bicycle space sizing is also now based on the tenants of the space and not the entire building population. Short-term capacity shold be minimum 2.5% of all tenant space users and no fewer than 4 spaces/building, and long-term capacity should be minimum 5% of all tenant space users.
I remember writing a paper in architectural school that referenced criticism regarding LEED from architect Thom Mayne, and one large criticism he had was that a bike rack and an entire air-conditioning system for a building both had the same point value. I think the location requirement may help prevent this from being "low hanging fruit" but I wonder if it will be enough. Perhaps the distance should be reduced? I would think that in dense areas like both New York City and New Jersey that this distance is too large and that projects may still easily obtain this credit based on the distance to a public transportation facility.
Just my two cents on this 30-hour CE journey!
