Varric had invited Hawke back to Skyhold for the winter celebrations - knowing the Champion was alone without any family was far too depressing for the dwarf. Thankfully for everyone involved (thankfully?) he had agreed without argument, showing up under the guise of a cloak even though most of the nobles weren’t worried about his presence back - the few that were still there.
Still, it gave him a good opportunity to be a bit more covert than normal, and when he spot a familiar looking figure moving away from the practice field and towards what Hawke was guessing was his office. Still, he looked too preoccupied to notice the mage sneaking up behind him- scooping and packing a handful of snow before grabbing Cullen by the back of all his layers, pulling them back and unceremoniously dumping the snowball down the blond’s back.
