If anime is included in that cartoon world, I would choose Kagura from the Gintama anime. I would love to be the badass, umbrella-toting, sukonbu-loving, red-clad china girl of an alien race from another planet who was a stowaway in a spaceship heading towards Earth.
She is childish most of the time, acting the brat that she is, but when it comes to serious matters, she can become serious, too. Just like Gintoki. I also love the way she speaks, with the -aru accent.
