Hahaha, I'm absolutely sure you're right! I could see her becoming an instant hit at the academy just because everyone will be like "but Voooolt, I left my charger in my roooom, can't you just pleeeease give it a little juice?" Have to start charging a fee just to get a break xD
Right now, she's not very well connected, as she's on the move most of the time. She did know some other mutants in her hometown and corresponds with some others in online communities - a forum or two, anonymous mutant support tumblrs, a private discord, things like that. There's a heavy vibe of paranoia about government surveillance and Volt has definitely not faced a welcoming environment, so she is looking for connection into the greater community while trying to keep her head down. She will definitely find them eventually, but her story begins in relative isolation, her only current IRL mutant contact being Maulie!

While it's an established X-Men thing, I REALLY dig the "emotionality is (uncontrolled) strength" connotation - especially with a character who's an adolescent woman. Aaaaand .. . . . . not sure how crossover-friendly she's with the WoD, but: What would her opinion on Anne be and vice versa? It's just a thought experiment, but I honestly love considering these, haha.

And yes!! Emotion as strength is a lovely theme :D Also I imagine hospitals are quite an issue for her, when she's unable to remain calm. Honestly, any public establishment probably makes her a little bit nervous because the possibility of knocking out the power when lives depend on it is actually pretty intimidating! A vicious cycle. "If you don't remain calm, you'll get people hurt." Well gee thanks, now I'm definitely not relaxed, kind of thing.
Ooooo, with regards to Anne, that's an intriguing thought experiment. X-Men doesn't look super compatible with WoD on the surface, but... the over-arching Marvel universe is *really weird* and they definitely have vampires, demons, and magic. The first three that come to mind: Doctor Strange is a mage who often contends against extradimensional demons, Thor is a demigod from another plane with literal celestial heritage, and Blade is a vampire hunter (which necessitates the existence of enough problematic vampires to be hunted!) so honestly? It's a lot more crossover-friendly than it looks at first!

That's an arc where the X-Men team up with Blade to hunt down Dracula's son and legions of the undead (who are divided INTO CLANS AND SECTS), hahaha. Sadly I have not read said arc because I am really, really not able to keep up with comics, but things like this make me confident I'm not stretching the universe's rules by letting Volt wander into the sphere of WoD characters.
Comics are WEIRD. That's all I can say.
Jumping back to Anne now that I've yammered on... Hm.
I think Anne and Volt would initially get along. Anne's vigilantism would appeal to Volt and they could connect over shared experiences of being generally outcast from society, albeit for different reasons. Anne would want to help Volt connect with other mutants in a manner that reflects how she wants to put ghouls in contact with the underground.
That said, I don't think it would last. Volt idolizes heroics and rebellion, but she's not okay with murder. She's okay with breaking the law about minor things to survive - things like property damage, stealing, conning, drugs, etc - but serious violence designed to hurt someone, instead of just get away? It shakes her down to her core. I think it would really upset her to see someone die and eventually I figure they would have a major falling out about Anne's increasingly morally dubious actions.
While Volt might not initially realize she's bothered by the fact that vampires need blood to survive, it would definitely come up in an argument and she'd get really worked up about it. Along the lines of: "we have superscientists that can do virtually anything, we live in an age of incredible evolution and change, and you're all still out there BITING people every day! Where are your research facilities?! I don't get a free pass to hurt people just because of what I am and neither should you!"
After a falling out like that, they would likely go their separate ways. Anne would probably think Volt is too young/naive to really understand the world of vampires and Volt would think Anne is too calloused and apathetic to truly challenge the system.
