If any of your character would have a babel protocol type deal (if you don't know what im talking about read tower of babel its a really good Justice League America story) who would it be and furthermore what would the plan entail

that was the whole thing where batman had backup plans to defeat each justice league member in case they went rogue, right?

the closest thing to that concept in canon is dr. vaughn’s journal, which has detailed info on nearly every kind of inhuman/extrahuman creature, including their weaknesses. i can’t think of anyone within the ICIB that they would particularly be prepared to take down, though.
