So sorry answering this took FOREVER. Life happened and I was a very busy bouy.
In my world, before the dawn of limb civilization, handkind had adapted to their environment by becoming arboreal. More inclined for flight over fight, they found safety in colonies of tree hollows in old growth forests. Making use of the abundance of resources, hands are opportunistic omnivores, enjoying a diet of larvae, nuts, seeds, fruit, and whatever a small ambush predator like them could pounce on. (Hence the vertical pupils). They had especially taken a liking to fish, as it is a rare, yet nutritionally dense meal! That, combined with their sweet tooth stemming from their love of fruit, had carried through into the formation of society and even the modern day. This is why they preserve many foods through candying, and how hands had become the first confectioners!
How would foot-people even move in heels (or a heel, to be precise) 😭
First of all, sorry to be EXTREMELY late with answering this ask.
Second of all, feet get around by hopping! See the crappy little animation below.
So, no, feet in my world would not wear heels (or shoes for that matter unless it is for protective purposes in hazardous environments) because they literally can not move comfortably in them.
Also, because feet value hygiene to a borderline obsessive degree, their clothing is typically super breathable, made of light materials, and outer wear is typically loose-fitting, so their garments leave the toes exposed unless it is winter wear, in that case, they wear "split toe" socks.
Here is an example of traditional foot soldier armor! Featuring a split-toed sock and durable, yet flexible greaves.

I don't think I posted this guy, but meet Torrent! He's the son of a whaler that survived a shipwreck. Now he roams the seas, living off of whatever he can find. Has probably eaten other limbs, but don't worry about it, kitten.
(The fins are not part of this guy's anatomy, he's just wearing a headdress made from fish remains)

Contrary to the hands, feet lived in communal warrens, where their multi-chambered burrows form networks in a given area. They, like hands, are omnivorous, as their diet consisted of grubs, tubers, small vertebrates, and fallen nuts.
Being eusocial, older members of the community will take turns guarding the entrances to their warrens, being the first to warn of oncoming danger. Unlike hands, feet are quicker to fight than flee, ready to guard their community with their lives if need be. Limited dexterity means a higher reliance on other members of the colony (proper names for groups of hands and feet pending.) -which later influenced the collectivist attitudes of foot civilization.

After 2 years (maybe more) cooking in the oven, I'd like to introduce LAST MAN STANDING! Isaac Starosta, a catholic priest from the modern day, wakes up one day in a version of 1890s Earth populated exclusively by sentient appendages.
