How would foot-people even move in heels (or a heel, to be precise) 😭
First of all, sorry to be EXTREMELY late with answering this ask.
Second of all, feet get around by hopping! See the crappy little animation below.
So, no, feet in my world would not wear heels (or shoes for that matter unless it is for protective purposes in hazardous environments) because they literally can not move comfortably in them.
Also, because feet value hygiene to a borderline obsessive degree, their clothing is typically super breathable, made of light materials, and outer wear is typically loose-fitting, so their garments leave the toes exposed unless it is winter wear, in that case, they wear "split toe" socks.
