here is a thought I don't think gets brought up enough
Ozpin never went after Raven for 2 reasons
1 - The Practical Reason - She is hard to catch because of her semblance and her bird magic, not to mention sending anyone outside of the Ozluminati after her might run the risk of someone outside the know learning about magic.
2 - The Personal Reason - Ozpin understands Raven, in a weird way. What did Oz do a few times over the centuries? Abandoned "the mission" and basically hide in a corner of Remnant. What did Raven do? Left everything behind and go back to the life she knew before Beacon.
Yes, surely he does understand. In general, I also think he is simply not interested in running after people who run away tbh... One thing is if Raven switched sides towards Salem, but she did not (at least up until volume 5 and even there it was temporary). Raven disappeared to leave her own life away from the others... Sure she became a criminal in the process, but was not directly involved in the conflict with Salem, so Ozpin has no particular reason to run after her tbh...
I will also say that if he did insist on pursuing her, he would have obtained a negative effect tbh. Team STRQ still clearly care about each other and her teammates would not like to fight her tbh... And if Ozpin had insisted he might have created a rift with some of his most loyals allies... In addition, it is obvious Raven knows Salem can't be killed, so she could have spilled the beans breaking up her older teammates' trust in Ozpin. Well, Oz probably has no idea about this though :''') And Raven would not have said the truth cause she should reveal her involvement in Summer's disappearance, which is something that clearly traumatized her.
In short, I simply think Ozpin had no reason to pursue Raven hence why he did not. I will add one of his flaws was his passivity, so there is that too. That said, I do agree Ozpin can probably relate on Raven running away.
