i read an article and it was saying that nintendo of america has been having a hard time getting things on shelves (things that aren't games themselves like amiibo) and so they're scared of shipping customizable plates because america hasn't been selling as much as they would like. the ratio for xl to the regular n3ds has been 2 to 1 in japan so they figure if they come out with something less informed buyers don't even need it won't sell as well. so they might be doing it for ease of mind on the casual buyer's end, and to take less risks on their part.
apparently the 2ds is only a western thing like it's not available in japan i hadn't known that until i read the article. so nintendo is known to limit what things a country gets based off what the general population is looking for
