We see this being worn by incumbent gobernadorcillos (town mayor), former gobernadorcillos and principales (hereditary town nobility who serve as officials). Wearing this was a symbol of traditional values and power.
Those who have served as gobernadorcillos are often referred to as "Capitan" and their wives as "Capitana." Principales are all referred to as "Don" (their wives are referred to as Donya)

It's established that these characters are all town officials and may have served as gobernadorcillos at some point.
As we can see, most fictional characters who wear this apparel are expectedly middle aged or senior-aged men who have held office and power over their townmates. We can see it in the way they carried themselves, how they stood with pride and authority without needing to say anything.

Interestingly enough, the character of Don Fidel delos Reyes y Maglipol, who was initially characterized to be an "ilustrado" was shown to wear this very same ensemble during a banquet in Maria Clara at Ibarra (2022)
He wasn't a gobernadorcillo (yet) but!!! it could mean that even though he was way younger, he might have had the aspirations of becoming one... or was already at least a cabeza de barangay.
Cabezas de barangay were in charge of collecting the tribute of a certain number of taxpayers under their jurisdiction. They were also in charge of selecting those who should perform the polo y servicio. If their tributaries couldn't pay, then it was their job pursue these errant taxpayers or cover the amount the missing tax themselves. It's a pretty big job and was traditionally reserved for the local hereditary nobility. Senior Cabezas de barangays usually then ran for Gobernadorcillo position after they have served their posts for many years.
The 30 year old liberal Don Filipo from Noli me Tangere, who was the teniente mayor (kind of like vice-mayor), would have been on the running for the next available gobernadorcillo seat had he not been arrested with Ibarra at the ending of the novel.
These facts could then pin Don Fidel's age to be at least 25 years old, which was the minimum age required to become a cabeza de barangay. If the producers of MCAI really intended these sartorial choices for Fidel, then they placed him in the unique position of being a keeper of traditional values and power while also being a globalized and liberal pillar of the society that they lived in.
