It’s Mexican slang for someone “like” Emilio. Someone from the slums and ghettos, someone who isn’t educated or refined. Vulgar and doesn’t have good taste, that kind of thing. English equivalent would probably be “ghetto-trash”.

It kind of makes me wonder why Emilio took up that name for himself. Probably as a joke, probably because that’s just the way he is and he’s never taken offense as to where he came from, but calling someone else that would be quite derogatory. But that’s the name Emilio picked for himself, sadly enough.
