I have a theory, but for that I'll need to provide a little context. Let me introduce you to a headcanon which is almost ready to be kicked out of the blueprints: Since we're considering the movie in the first place, the events surrounding the lost tower probably happened after the Second Shinobi War, since we see Jiraiya in his tastefully colourful garb, and when Naruto blurts out something regarding Minato resembling a Hokage, Minato doesn’t seem too surprised [he’s a devious thing, really]. So...I’d place it right before the Third Shinobi War [Kakashi accompanies them and is comparatively less traumatised and dual-colour-eyed, too].
Back to the garb - note how there is nothing, sans the Akimichi-esque features [the kanji on his vest translates to ‘food’] to signify their association to Konoha. I don’t remember the movie as well, unfortunately, though I do remember that theirs was a secret mission. Perhaps the secrecy was further accentuated by the fact that tensions were already nigh between the hidden villages [with war looming on the horizon and whatnot] and they couldn’t afford to poke a volatile powder keg, if you catch my drift. As such, these uniforms were probably prototypes meant for skirmishes/sabotage.
I get where you’re coming from; these uniforms are inconspicuous and more form fitting; as such, they would be perfect for his fighting style that relies on pure speed. Makes sense.
Here’s the thing though: He wants his opponents to know that he’s coming; Konoha’s Kiirōi Senko. Minato has a reputation to maintain and ambitions to fulfil, anon. It wouldn’t do if they didn’t realise his affiliation or the fact that it was him. Naturally, this applies to his allies as well. Where his enemies would know of him as a nightmare meant to flee from, his comrades would know him as a trump card of sorts - a prime example may be considered in the battle of Kanabi Bridge. Case and point - and we all know what happened after the Third Shinobi War. Iwa raised the proverbial white flag and Minato was appointed as Yondaime. If it weren’t for his terrifying reputation, he wouldn’t have been able to take the position over Orochimaru, a legendary Sanin. Konoha's Jōnin believed in him as opposed to the hissing noodle. That doesn’t necessarily mean that Minato was better than Orochimaru, just that everyone believed him to be.
I digress. Hope this answered your question, anon.
Random note: I don’t think anyone sans Gai has the luxury of avoiding the standard blue uniform anyways. Demo, he incorporates his own unique aesthetic into it and personally, I’d like to see anyone try to convince him to give up his precious body suit. [cue sunset no jutsu and waterfall tears followed by hand-stand-runs to showcase the outfit’s...durability]
