In any case, the song is the called 恋愛サーキュレーション (Renai Circulation) translated as “LoveCirculation.” It’s one of the opening themes to an anime called Bakemonogatari. It’s origin of many meme lines (the fuwa fuwari~ fuwa fuwaru~ line is my fav ‘cause it appears in a lot of NND parody songs)!
