... When I reached the Throne Aligned, I found Sotha Sil sitting on the stairs leading to his seat of power. He didn't even look up.
"I know why you're here," he said.
I was so naive then, I smiled and rushed toward him like a child. "Good!" I cried. "We have to move quickly. Marius is near to passing."
But Sotha Sil didn't stand up. He didn't even look me in the eye. "I am sorry," he said. "I cannot give you what you seek."
I stumbled over my words, trying to understand what he was saying. I just repeated myself like an idiot, thinking perhaps that he hadn't heard me. "Marius is dying. We have to get back to him as soon as possible!"
He stood up and pursed his lips before speaking. "I'm sorry," was his only reply.
Seht approached, placed a brass hand on my shoulder and said,
I looked up and there were tears in his eyes.
I felt a great rage rise up within me. I reached for my hammer, and lifted it above my head just before Seht whispered a banishing word and sent me hurtling back toward the surface.
Marius died two days later. Sotha Sil remains in the Cogitum Centralis to this day.
The other apostles offered the same trite consolations I used to give to the grieving parents of men who died under my command in the Imperial Legion. "It was his time." "He lived a good and honorable life." On and on. But in my heart, I will never forgive Sotha Sil. Never. I will remain a proctor of the apostles. I will always safeguard the city I love, and uphold the laws and traditions of the order. But my adoration for the Clockwork God has shriveled and starved.
To The Clockwork City (pt 2)

As the trio approached the grand door to the Brass Fortress, a figure appeared before them in a purple light. "Divayth Fyr!" It yelled in a familiar voice. "I warned you never to come back!"
The figure, a fellow clockwork apostle Falvesi realized, slammed her maul on the ground in a bright light, forcing Divayth to take a mildly unrefined step back.
"Luciana Pullo. Hospitable as ever," Divayth said dismissively, already having put himself together and walking away from the woman. "Go talk to her. I'll not waste my time speaking with a petulant toy soldier."
The woman, Luciana, turned to the others. "And you? Some of Fyr's lackeys, I take it? Wait…" Her attention landed squarely on Falvesi as she scrutinized the other apostle. "Apostle Falvesi? What are you doing here? Has your mission for Lord Seht concluded?"
The question of the hour, it seemed. Falvesi did not know if she was truly welcome to return to the Clockwork City. She had ended the Planemeld and stopped Molag Bal, but received no further word from her god. Was her mission complete? Was there something in his instructions she had forgotten or misunderstood? Was there still more to do? Or did he expect her to make her own way back to the city to debrief?
"The Planemeld has ended and Stone Fire has been stopped. I've returned for further instruction." A calm, reasonable answer. Surely that would be enough to convince the Proctor to allow her entrance, at the very least. Getting to Lord Seht before her so that she may explain herself was another matter.
Luciana raised an eyebrow, glancing at Divayth slightly behind her. Her maul was still held across the back of her shoulders, as a reminder of its presence. "With him?"
Falvesi knew Divayth took issue with most of the Clockwork Apostles, but his distaste for Proctor Luciana Pullo was legendary, and returned. Any time he visited the Clockwork City, Falvesi made sure to clear the room whenever those two shared it. She did not wish to anger the wizard or the Proctor by taking either's side.
Neutrality. The best option. "He was the first opportunity I came across to allow my return." She heard the scoff from Divayth and fought to keep the cringe off her face.
"Beggars can't be choosers, I suppose," Luciana sighed. "Alright, you may enter."
Falvesi could not hold back the sigh of relief as she made her way back to Divayth's side.
"Hold there, friend of Fyr." Falvesi turned back around to see Luciana addressing Bel, who had attempted to follow her. "I am Proctor Luciana Pullo, of the Clockwork Apostles. While I don't know how you and this egomaniac breached Lord Seht's celestiodrome, know this: I won't have non-citizens stirring up mischief in the Brass Fortress."
Bel placed her hand on her heart and answered, "I promise! No mischief! Scout's honor!"
"Nice try. I meant you'll need to become a citizen to be allowed access to the Brass Fortress proper."
"Oh, how can I become a citizen?" Bel asked.
Luciana laughed, "Only just arrived and already trying to grease the gears? New arrivals must secure an endorsement from a citizen in good standing. I'm prepared to overlook your atrocious choice in companions if you can find a sponsor. Until then, you are tarnished."
Falvesi watched Bel's face drop at the word tarnished. Even without knowing the word, Bel could tell it was an insult. But as always, she bounced back. "Can Falvesi or Divayth sponsor me?"
Again, Luciana laughed, louder this time. "I said a citizen in good standing. Fyr isn't a citizen, and "Apostle" Falvesi needs to renew her own standing before risking it on sponsoring a tarnished. You'll need to find someone else. Not many citizens will risk their reputation on a green-heeled stranger - and you'll find no comfort from me. Maybe you should confer with the other tarnished over there." She gestured her head toward the hooded Altmer off to the side. "In the meantime, obey the law. I'll be watching."
As Falvesi watched the Proctor walk through the doors to the Brass Fortress, she worried what was meant by calling her "Apostle" Falvesi. Was her rank in question? Was she no longer truly an Apostle?
Divayth interrupted her thoughts. "Luciana clearly hasn't lost her charming demeanor. Predictable," he sneered.
"I guess I won't be welcome in the city until I've found a sponsor…" Bel trailed off, kicking at the dirt absentmindedly.
"Ah, yes, their bizarre sponsorship custom. I forgot about that little wrinkle. As a friend and peer of Sotha Sil, I come and go as I please. And as one of his Apostles and Champion, Falvesi may enter the city as well. I suppose it would be best for you to wait out here. If i need you again, I will find you."
"And you truly can't sponsor me?" Bel pleaded sweetly. If it were anyone else, Falvesi may have thought them flirting with the man.
"No," he answered bluntly. "And even if I could, I'd not waste time wading through their opaque bureaucracy. You've proven yourself to be more than capable. I have no doubt you will figure something out. Gain your sponsorship. We will speak again soon. Come now, Falvesi." He walked toward the great door, waving her along behind him.
Falvesi's eye widened as she looked between Bel and Divayth. She realized only then that she would have to leave Bel behind as she sought an audience with Lord Seht, both about this mysterious daedric artifact and her mission on Nirn. She did not want to leave Bel behind - not after their many months of partnership - but the one thing Falvesi had wanted all these months was finally in her grasp. She could not wait another moment.
"Falvesi." Bel smiled but her words caught on a breath of anxiety. "You're going to help me with this sponsorship thing, right? We'll go in together, right?"
Falvesi stuttered, looking frantically between her closest friend and the door to the city. Divayth must have realized she wasn't following and turned back, making an impatient come-hither gesture. Bel's face pleaded with her to not go.
"I-I… I can't just not go, Bel. You'll figure it out. I know you will. I'm sorry…" she said as she turned away and followed after the wizard.

Renowned for his secrecy and reclusive nature, there are only a scarce few of individuals who have known Sotha Sil at a more personal level compared to the general population.
