Russia scores another space triumph by placing its Luna 10 satellite into orbit around the moon, but British scientists report the spacecraft may be tumbling. The official announcement comes at the opening session of today's meeting of the, 23rd soviet Communist party congress many hours after western scientists had reported the successful orbiting.
American troops cross the South Vietnamese border into Cambodia in search of Viet Cong after the communist forces shelled an American command post from the cover of neutral Cambodia. United States artillery fires back across the border with a heavy barrage, and war planes pound a communist bunker system in the Cambodian frontier area. A company of American air cavalry troops probes more than half a mile into Cambodia before turning back.
Military government of South Viet Nam declares it will use whatever force is necessary to crush the spreading Buddhist revolt, which is attributed to communist influence. At a press conference, called to announce the decisions of an emergency meeting of the general officers of the armed forces, Premier Nguyen Cao Ky asserts that the Buddhist resistance movement is led by Communists and that the city of Da Nang, in the northern I corps area, is controlled by Communists. The military also announces that a congress will be held to draw up a council to draft a constitution, and after it is adopted, national elections will be held.
Generalissimo Francisco Franco says that Spain's relations with Russia must remain superficial as long as Russia continues its dedication to subversion around the world. In an exclusive interview, the Spanish chief of state notes that altho there have been relaxations by the hand of communism within Russia these have not manifested themselves in the application of Kremlin foreign policy.
Leonid Brezhnev, 59, consolidates his position as top Kremlin leader and is expected to be elected secretary general after the 23d Communist party congress, Russian sources say. It was Brezhnev who led the overthrow of Nikita Khrushchev 18 months ago. He appears tall in the saddle, but has a long way to go to attain the power once enjoyed by Khrushchev.
