Bennings gets got -> Windows drops the keys and bolts -> Palmer or Norris take them and sabotage the blood supply -> ??? -> Garry has them back

they either

came up to him like "Hey chief, you didn't give these to me, but I'm returning the keys :) Nothing suspicious :)", which is very unlikely

or alternatively put them back on the ground for Windows to find, who probably was just glad they didn't go missing and returned them to Garry as normal and acted like he never lost them (which would explain why he ran away, as it would appear he was the only one who could've gotten to them outside Copper and Garry)

or maybe they stealthily clipped them back on Garry's belt when he was preoccupied with his boyfriend close friend dying in a horrible and painful way so he didn't notice, and Windows completely forgor about them until the fridge scene

which also lmao @ Garry completely forgetting he gave them to Windows in the first place. peepaw has horrible memory
