Yeah, the Nytherian upper class tend to see magic as a man's domain rather than a womans with a few exceptions for those of exceptional talent. And because most magic schools require a certain amount of magic knowlegde to begin with, if girls aren't given that education young then they don't have the 'skills' required to learn at the higher levels even if they would wish.

Fortunately, Gulin doesn't have control over private education, so his opinions don't really matter, and he doesn't even have his own kids ot subject to it.

That is correct. The magic schools have complete control over what students they take in, and they have different student selection processes, but they are all every expensive and have small acceptance rates. Some will take in promising candidates for free, but most don't.
The school Tzesar went/goes to prides itself on taking only the most skilled regardless of background, which is part of the reason he chose it. He didn't want people to assume he only made it because he's a prince. That school in particular has a higher ratio of female students than most.
Between the selectiveness and the high cost, it just isn't seen as worth it to send their daughters (who will just leave their families anyway) to get a high level magical education.
