i think the assumption that says that Harry is the more masculine one between him and Kim mostly comes from a surface level understanding of their characters and because of their appearances. when making gender bent/fem AUs/disco sapphics, people actually get that and usually make Kim a butch/a transmasculine lesbian while making Harry a hyperfemme bisexual woman.
imho, Harry exists on the two extremities of the spectrum of gender and the game allows you to explore both with subtlety depending on what cop you chooses to become and depending on what you chooses to be Harry’s politics. during the leopard leotard interaction, it’s mostly implied that Harry is into cross-dressing and likes to wear feminine attire but doesn’t allow himself to because he doesn’t want to be this kind of animal—animality is thus used here as something that is beyond what civil society deems acceptable, and could mean that Harry sees gender as a closed practice in which he wants to stay a part of, rather than something that he can explore however and whenever he wants. and once he starts wearing the leotard, he knows there’s no coming back from this, the same way there’s more often than not no coming back from transgenderism once you start trying it—and liking it—for yourself.
+ as other people pointed out, the assumption that Kim is the more feminine one between him and Harry is most likely racist because of the way people tend to view Asian men. especially when you put Harry next to Kim, who is shorter and have less facial hair. personally, i also think that some people don't want to view Harry as possibly feminine (when not in a genderbent AU that is) precisely because he is hairier and because he is fat (being fat is socially seen as inelegant and thus not feminine). but again that's just my interpretation!
