I mean they both have some very “Hiccup” traits. Narrative wise Linguini’s follows Hiccup’s a tad more strongly with the exception of the beginning (things are of course complicated by the fact that the film is being done through the perspective of the ‘Other’ in this humans vs Other Species set up).
Linguini is skinny and awkward and a social outcast in a similar way to Hiccup - initially treated as if he was useless and unwanted. Remy was accepted for his great sense of smell so wasnt exactly treated as if he were useless - he was an outcast in the ‘well he acts kinda weird’ way. Conditional acceptance based on his usefulness. Though there is the similarity between Remy not being much of a rat, and Hiccup not being very viking-like.
Linguini can be compared to Hiccup in a lot of ways, most of them more superficial. However I’d agree that Remy matches Hiccup’s character/place in the narrative a bit more. He’s the misunderstood loner/outcast whose acceptance is initially based on his usefulness. He has a strained relationship with a stubborn and formidable father that is the leader of his colony. He frequently runs into trouble when attempting his experiments - Remys food experiments get him into trouble the same way Hiccups inventions did. And its an attempt to prove himself AND perfect an experiment that leads to his colony having to flee - a complete disaster. He basically trains and rides/pilots Linguini and so that dynamic is more comparable with Linguini as the dragon. Remy also faces a pattern of acceptance, mass rejection, then true acceptance. While there are casual remarks about rats from humans, it is Remy ho gets an entire speech and sow-and-tell from his father bout the dangers of humans and how humans kill rats so Remy should stay away from humans. It is Remy who has to lie about having a human friend in a way that flips the dynamic so that the humans are the Other instead of rats.
The only reason the narrative structure as a whole favours Linguini as Hiccup is because Linguini is the human and otherwise it simply wouldnt work as well considering the setting of the story.
