1866 Map of Oregon
This map dates before Harney or Malheur Counties were created. Grant County was established on October 14, 1864. Harney County was created on February 25, 1889 from the southern section of Grant County. The first permanent settler in what is now Harney County, Oregon was John S. Devine who took up residence on Whitehorse Creek southeast of Steens Mountain for his ranch headquarters in 1868.
Notice that the locations of the mountain ranges and lakes are not in the correct places. This map was created before the Harney Valley was opened to settlement. Surveys through Southeast Oregon were very rudimentary at this time.
