OOC: Manhunt rules!!

Rule 1: Anyone can join or leave the chase as they like.

Rule 2: The arc will continue until someone presents and executes a plan that successfully surpasses all of Cyrus’s capabilities and permanently captures them.

Rule 3: Cyrus's location will change and evolve as people interact with the arc and to accommodate the needs of interested players.

Rule 4: While all of Cyrus's abilities will be given to the mods, that does not mean characters will be aware of them until experiencing them firsthand.

Rule 5: Don't be an asshole about it. This is a game for everyone, don't try to godmod your way to victory or else you'll automatically fail.

An Important Announcement

Hello, ladies and gentlemen. I come here today with an announcement I truly did not want to have to make. However, given the events of the past days, it has expanded beyond a company issue to a matter of regional and potentially global security. If I could have a moment of time to explain the situation, your attention would be greatly appreciated. 

For the past few months, the Legend Hunter Association has stationed agents in the Gracidea Reserve of northern Sinnoh. This area has been protected from development and commercial affairs for decades in order to preserve the habitats of many species of Pokemon residing there- including the den of a hibernating Regigigas and perhaps most famously, the springtime nesting fields of migratory Shaymin.

 These two locations made for ideal observation of legendary and mythical Pokemon in their natural habitats. Which League permission, our agents stationed there carried out studies from a safe distance on Gracidea’s most incredible inhabitants. 

However, these missions have had catastrophic consequences. 

Last Sunday, our agents awoke in the middle of the night to find the Shaymin nesting fields ablaze. Despite their best efforts, the agents were unable to douse the flames- they were fought back from saving the reserve by this man and prevented from taking action until too late.

The culprit to this horrific act of terror is pictured above, one of the few solid images taken of the villain before his heinous escape several years ago. His name is Cyrus Akagi, a ruthless, morally devoid eco-terrorist who led a team of criminals in a genocidal campaign three years ago against Sinnoh. A man of sinister ambition and an undying hatred for the world as we know it, Cyrus attempted to use the powers of Sinnoh legendaries to destroy the entire universe in favor of one he could rule over as a god. If not for a timely intervention of unlikely heroes, he likely would’ve succeeded- instead he was forced to flee into a collapsing dimension of his own creation. Presumed dead, Sinnoh was able to breathe easy once more. However, approximately 18 months ago, the former LHA Headquarters was invaded by none other than the criminal mastermind Cyrus himself. We were shocked to find him alive, albeit crippled, upon reviewing our tapes. In that first break-in he made off with several pieces of highly advanced technology which he has apparently retrofitted into automatronic replacements for his missing left arm and eye, alongside an invaluable relic tied to several Unovean legendary Pokemon. Not wishing to cause any societal panic with news that one of Sinnoh’s greatest threats had seemingly returned from the dead, the LHA quietly alerted the proper authorities in order to track down and stop whatever Cyrus may have been planning. Such was the same decision made after an even bolder move against us by the terrorist- the thievery of yet another priceless relic needed for Legend study during the opening ceremony of the new LHA HQ in Jubilife City. However, after this most recent attack upon us and the ideals we stand by and promote, the LHA cannot allow this tyrant of ambition go unpunished. Not while the ashes of a land we brought him to are still warm.

Pictured above is an artist’s interpretation of Cyrus’s current appearance, based on eyewitness accounts. Cyrus stands at 6′4″, weighs approximately 200 pounds, and frequently appears in sudden bouts of rain. He wears a hooded jacket seemingly constructed from the remains of his old Team Galactic uniform, with a cybernetic left arm and eye as well as heavy scar tissue in the surrounding areas. Most distinctively is his mask, a skin-fitting garment that covers the lower half of his face and is marked with a navy blue downward crescent positioned over his mouth.  If you encounter this man, immediately notify the immediate authorities and LHA officials.Our organization has deployed numerous agents alongside preexisting police investigative forces in order to track down this dangerous madman. 

The LHA is hosting a $40,000,000 reward for the capture of Cyrus Akagi. Please, help us track down this unrepentant criminal and put an end to his schemes once and for all.
