An interesting paper that argues (correctly, I believe) that the Soviets won the spy war, even though they lost the Cold War. The Soviets were heavily invested in HUMINT, the US was investing aggressively in technological espionage capabilities, e.g. SIGINT, MASINT, etc. It turns out that humans are better at providing context and providing information about intent, even though they are much harder to deal with than tech.
