The first referee for the paper recommended it be published after some mistakes were fixed. After fixing the mistakes, that referee bailed and quit being the referee. The journal then found a new referee and sent him the old version of the paper that still had the mistakes, so he said to reject the paper and gave those mistakes as the reason. Then when provided with the correct version of the paper he still said to reject it. So it's probably time to try a new journal
