Development, I believe, as an answer to energy. Play Design did not exist yet.

Neither really.
I’m honestly really bad at gauging how people will react to cards with complex effects but clean templates, such as Mirage Mirror. I can tell when cards with long or confusing text will cause questions, such as Panharmonicon.
Does R&D keep a list of Future Sight cards that might get printed in new sets?
The designers will usually take a look at Future Sight during design to see if anything clicks.

Sure. Developmentally it would have to cost a bunch if the activation requires no mana. There is also the puzzle of what flavorfully can do that.
