Sorry I forgot to mention I already bought the layout design but I don't have the second story option like shown in the picture you provided

Ah, sorry! The only time I’ve played the game to completion everything was written in Japanese, so I had a bit of trouble telling what options do exactly what.

As @kataramov added to the original post, you might be able to get a second story after you finish all the public work projects, but I just checked on my Japanese game and I haven’t unlocked that option. I know second stories are available on some public buildings, but for villager homes I don’t think it’s available yet.
