I leave it up to you, the reader, to decide that one! Is she mentally ill? Is she an addict? An alcoholic? Or just a really horrible person? It's completely up to you to decide for yourself. I left it ambiguous for a reason, which is so I don't accidentally offend anyone by misreprenting a mental illness or addiction, plus it adds an air of mystery to her, which I enjoy! ...And allows me to basically have her do or say whatever I want without confining her to a diagnosis box.
