Your mer Jer made me thing of pet stores that have the shelves of sad, poorly kept fish in tiny containers, and now all I can think of is him sealed in some sort of empty transport container with no privacy and stale water, maybe forgotten about or quickly approaching his sell by date

What if there was some sort of handcuff/restraint that can be clamped around the end of Merman! Jericho's tail next to the fin, that prevents him from switching his tail into legs (since he has to separate his tail into two to form legs and the cuff prevents just that). His captors somehow lose the key and don't bother looking for it because "hey, it makes him easier to handle!"
