I’m convinced that this is what Western animation writers think the alternative is if they don’t get to make animation for very small groups that inevitably fail due to low ratings.
Although the programme was originally created as an educational show, it became clear by the Fourth Inspector era that it was generating more from merchandise sales than anything.
It kicked into a higher gear with the Revived Series. (Every change in the Inspector’s wardrobe and each new incarnation generated new toys.)

I find it strange that there are collectors, who will collect all the merchandise from a series only to sell it all once the series ends. At least I think it's collectors. Though it would still be strange for parents to do that...
