Here’s my request: go to my website, and draft up a version of Welcome Everyone! Silly is better.
Welcome GMs: In the midst of their travels, a group of adventurers stumble upon an ancient treasure that allows them temporary omnipotence -- so long as the treasure finds them worthy.
The game creates a revolving GM system, in which the goals are both to complete their quest and torment the other players. Gameplay starts with a set goal, and players take turns competing for who will design the next step to that goal. Points are distributed among players based on how well balanced, creative, and enjoyable their encounters are.
This kind of game would require a little more structure. The player could roll to determine the type of event, then improv the flavor around it. Also, you'd have to define the terms of omnipotence...for example, saying that "temporary omnipotence" meant the player could change one thing about the world: one trait about an event, person, city, etc. Then the rest of the players could roll to act, perhaps DW style. Another idea, you could have the rolls to compete for GM be determined by critical failures (that could end up anywhere on the scale from serious to silly).
Alternatively, you could have the turns be a lot longer, having the temp GM go through an entire encounter after they've set it up -- so if they create a battle, they GM the entire battle, then rolls happen to compete for what happens next. (I'm partial to this method, because you can figure out who's best at GMing certain types of events and use your points to "buy" their encounters. So, for example, say Player A is really good at social encounters and voicing NPCs. If the party happens upon a part of the quest that involves, say, going to a tavern and investigating, everyone can use their cards to vote Player A into power).
There you go. Can't quite run through the guidelines right here and now but tadaaaa. That's my quick pitch for a five-minute idea.
