Well he did mention he had 2 quirks . . . just no one paid attention, not even Shoto.
Chapter 387
A few posts back, in regards to Chapter 363, I mentioned that Dabi indicated he had an ice power when he said he copied Shoto's finishing move as a last ditch effort . As we all know Shoto's finishing move incorporates both the use of ice and fire.
Interestingly, our characters didn't seem to pick up on that little surprise admission. Perhaps they were too focused on the fact Dabi always uses fire that they didn't think too hard about the meaning of his statement.
But in our latest chapter, Endeavor seems to have confirmed that, yes Dabi/Touya does have an ice quirk (Rei's power) which is what has been keeping him going and helping him to not disintegrate from his own flames - just like how Shoto uses his 2 quirks to moderate the effects each quirk has on his body.
Knowing that Touya too possess Rei's power, I'm not sure how Shoto could possibly defeat Touya in a one-on-one match, yet he's heading back into this danger.
On a side note, it's ironic how both brothers tried to deny one of their quirks that represented a parent yet in the end, to become stronger, they needed both quirks.
