I gotchu babe. It was a Caps Red Line Extra video, which featured a cooking competition between Tom Wilson/Michael Latta and John Carlson/Justin Peters, back on March 17, 2015. They made crabcakes, with the event MC'd by Elliot Siegel of DC101.

Unfortunately, the video itself may be lost to the sands of time: all the links to it are direct Monumental video links and not Youtube ones, and it's not on the Caps Youtube account. So many of the old Caps Monumental videos are broken or gone, due to their moving things around and the re-design of the streaming platform. I gave it a shot through Wayback, and even though there are some snaps, it's not functioning, and I sadly don't have that video in my files. (It looks like the original gif maker/user is still active, so perhaps if you politely ask them, they might have it?)
