You are now eligible to complete Non-Event Missions. This means that any new, not-previously-published rarepair fic you write of appropriate Rarity will count as a mission fill, once you submit it with all the Mission Paperwork.
Please keep in mind that Promotion Requirements might (and probably WILL) change as we better understand what works for our very new system. Currently, to make chunin you will need 4 D-Ranks, total, a count which includes any relevant missions you took to get to Genin. However, you will also need 2 more C Rank (or higher) Missions, (2 more than you already have, whatever that count may be); not to include Missions completed before you receive this notice.
Non-Event Missions count toward Promotion just like any other Mission, although of course the +1 Rank Event Bonus will not apply. Please also keep in mind that A+, S, and SS Missions are not available outside of Events.
