Congress is a co-equal branch of government. If anything, Congress is constitutionally above the other two branches. Congress can remove members of the Executive and Judicial branches; the other two branches can't remove House or Senate members. '

Congress is controlled by Republicans. Capitol Hill Republicans' level of appeasement makes Neville Chamberlain look like an amateur. If the 119th Congress had a nickname, it would be the Thank You Sir, May I Have Another Congress.
