As far as we got in the comic... they are not that close. For Megatron Sipsi is that kind of person you don't really know much about but you feel an affinity that could potencialy turn into a friendship. For Sipsi it's kind of her job to help Megatro around in the new enviroment, but the feeling of friendship could be the next step.
