As far as we’ve seen, T&I is sort of a boy’s club. There haven’t been any women members shown. Currently this is just because there are more male shinobi than female and the kunoichis tend to go into other fields (Anbu, medics, general jounins). It is my overall headcanon that in the past there were female interrogators and in the future, there will be.
Currently this falls onto two characters. The past, Ibiki’s mother, who was head of T&I before him and the future, Ino, who also ends up as head of T&I, following in her father’s footsteps and going even farther with it.
This of course means that Ino joins T&I, works her way up from newbie (complete with hazing, because T&I is nothing, if not made up of tokubetsu who get bored easily and therefore, bring trouble naturally) to full-time agent, earning her coat, and to being Ibiki’s second. At the end of Kakashi’s reign as Hokage, Ibiki retires and Ino steps up.
T&I goes through major changes after the fourth war. The Torture gets dropped. I imagine something like the Geneva Conventions are established and therefore the heavy-handed mental and physical tortures of the past fall out of favor and are relegated to books. Experts in mental behavior start to emerge, working closely with both the Intelligence department and with the medics.
