is there any way to make it so players can carry more than 64 blocks in a stack?

    Unfortunately, 64 is the maximum size a stack can possibly be in Minecraft without severely modding it. You can however raise the stack limit for things such as buckets, snowballs, etc UP TO the maximum stack limit of 64.    If inventory size is an issue, there are MANY other ways to combat this. You can get a backpack plugin, use essentials’ portable enderchest command, OR even use the Skript plugin to occasionally scan your inventory and deposit all of a particular item into a declared chest anywhere in the world.
