Rs 2505 crore underground MDO award highlights pricing divergence in Coal tenders
A major underground mining procurement has triggered debate across India’s mining industry after a Rs 2504.8 crore contract exposed a significant pricing gap in Coal tenders. Eastern Coalfields Ltd selected JMS Mining Private Limited as the lowest bidder for an underground mine development and operations (MDO) contract through the Government e-Marketplace platform.
The tender process extended over several months, with bid submission deadlines revised four times between March and May 2025. Such extended timelines are common in technically complex Coal tenders, where bidders require time to assemble equipment suppliers, mining planners and operational teams.
Four companies submitted bids: JMS Mining Private Limited, Minsol Limited, MMPL Private Limited and Tripathi Brothers Services Private Limited. The final commercial evaluation revealed a 57.2 percent difference between the two lowest bids. This unusual gap has drawn attention within Coal tenders as contractors normally operate within similar equipment cost and labour assumptions.
The project covers full underground mine development and production responsibilities under the MDO structure. Contractors typically manage drivages, mechanised extraction systems, ventilation networks and underground logistics infrastructure.
Industry observers tracking Coal procurement tenders India note that underground mining contracts carry high geological risk. Water ingress, seam variability and development delays often influence bidder pricing strategies.
The aggressive pricing submitted by the winning contractor suggests strong confidence in equipment productivity and operational efficiency. However, such outcomes also intensify pressure on contractors to maintain production while controlling operational costs.Developments like this are closely monitored in Coal tenders, as they may gradually reset cost benchmarks for underground mining operations across Coal India subsidiaries.
