Figured out what was going on with the pigeons and the missing letters.

Tara, Gale's tressym friend, was setting up shop on a nearby roof. Not sure how she managed to get here from Waterdeep, but she was probably looking for her wizard ward.

Luckily, Gale was able to convince her to take it easy on the pigeons so that the mail could continue
