Depending on which browser you're currently using, you may be able to partially block JS without losing everything; there are a couple "script blocker" browser extensions hanging around, which block any scripts coming from sites not on their whitelists. They're marketed as security tools, but I could see it also being useful for the more general purpose of blocking JS without crippling your browsing ability, since a lot of sites seem to host their scripts on a separate domain.

Mostly I just stay away from sites that have constant JS-based animations. I figure if their target demographic wants a constant barrage of images, I’m not part of their preferred customer base and I find other sites that have what I want.
(I’m currently using Firefox. I use Chrome for some game-things because they don’t work in Firefox, or something between adblock, flashblock, and disconnect makes them nonfunctional. But I don’t like Chrome; the Google overlords get enough data from me as it is.)
