I don't believe in the best moon overlay in synastry. Each has advantages and disadvantages. Even if you might see 8th house Moon overlay as not one of the best, there are people who actually enjoy it and feel the most close and connected to friends that they have this overlay with.
I would say that what it depends on and plays influence, could possibly be the sign, house and element, degree of your own Moon sign in your own natal chart. But also your Ascendant sign and it's chart ruler and the house that it's located in. Even check your 4th house sign(s) and IC, I'd say!
It could be that if you are Scorpio Moon native, you might not enjoy Moon in the 2nd house as much, you might at times think it's too passive, even stale in the connection.
But again, it really depends on what you crave I'd say.
I can use myself as an example: natal chart: I have Aries Moon in the 4th house conjunct Saturn (aspects: Moon sextile Jupiter, Moon conjunct Saturn) at 17 degrees (Leo degree), Pisces IC, Pisces and Aries over the 4th house, Saturn and Moon in the 4th house.
I can tell you, I DID NOT enjoy someone's Moon in my 8th house. In fact to take it further, I stayed away from those people, because out interactions always ended in irritation on one side or the other. So Moon in the 8th house overlay doesn't pass my vibe check.
Then...Moon in the 6th house, you might think it would be hard to enjoy this overlay with my Martian Moon, but since it's aspected by Saturn, I actually quite enjoyed the seeming routine-like, predictable flux of emotion. Even if we didn't talk for 2,3 days I was good, because we had our own little consistencies and routines, which made it very stable at the end.
And so forth, so forth, you see where I'm going with this?
