Jimmy gave Scar a lasso, he just forgot to elaborate not to use it for "personal reasons". He did have a lecture when he walked in on Scar and Grian with Grian squirming and panting while naked with love bites scattered around him. Jimmy would be so flustered, trying to stay mad ignore the fact that Scar and Grian and engaging in sexual activities with his lasso.

So uh, I was talking to a friend and now I'm thinking about the entire empires season crew kidnapping grian to be their little toy. passing him around and even using him as trades as he's such a rare and lovely little resource. Wouldn't it just be such a shame if Sheriff Jimmy were to take you to a cell to interrogate you? If he were to cuff you tightly, hands behind your back, to make sure that you couldn't get away until you had confessed? If he were to get you on your knees and tell you that this could be easy, oh so easy, only to pull out his gun and threaten you with it when you refused to tell him anything? If he were to decide that he had to punish you for telling such filthy lies?
And finally, you would confess, desperate as he teased you, only for the cell door to clang shut, and his footsteps to recede down the hallway as he leaves you there, cuffed in the cell, weak and wanting, having gotten the answers he wanted.
