I find the whole story of Liam having a crush on Tory funny and even adorable maybe because I trust Yamazaki's writing skills too much.

I understand that some might feel uncomfortable or something but I really don't think this is going in the sense of developing a romance between them but in "young person having a one-sided silly crush on older person and then gets over it" which is very common in teenagers.

Liam himself says he's not sure he's in love and I doubt he is, I think he's confusing his feelings of admiration and appreciation for Tory with love, both Chise and he grew up in family environments where affection lacked and it makes sense that them are struggling now trying to figure it out about it.

Whatever Yamazaki's idea about this I doubt it's something that ended up being weird or creepy in any way.
