Filmation Hordak, Modulok & Multi-Bot
In Masters of the Universe/classic She-Ra, Modulok was an evil Eternian scientist named Galen Nycroft who joined the Evil Horde, sometimes after a stint with Skeletor (Filmation He-Man “Mistaken Identity” and She-Ra “Gateway to Trouble”, “The Treachery of Modulok” mini-comic).
After enlisting with Hordak, he created a robot named Multi-Bot that shared attributes with him (because they were toys that had the same gimmick of interchangeable parts).
Since two characters who could split into two bodies each, with any combination of limbs, would have broken Filmation’s animation budget, the characters did this instead:

Was he copying technology Hordak used for his own body?
One more thing to make you go hmmm: when Modulok was depicted with two heads, they always spoke as a hive mind, and Mattel suggested you buy more than one to make bigger monsters.
