It's so unfortunate that Perdita is a character rooted in the Green Arrow animated short and the Young Justice animated series and has a terrible relationship with Animated!Werner, because I bet Comic!Werner (specifically New Earth Werner) would have loved the heck out of Perdita.
This man's origin story involves reclaiming Vlatavan royal jewels his family had been forced to sell during World War II. He cares about Vlatava first and foremost. He is so loyal to his country and his people in the comics that they do come first to him, he has turned down the opportunity to become King of Vlatava because he did not believe that he could shoulder the responsibility due to his mental disorder. He wants what is best for his country and home so much.
So if Perdita had existed in comic canon I think they would have had such a different relationship than the status/power-obsessed animated version of Werner does with Perdita. I think he honestly would have loved and wanted to protect her as his niece. I think he would have been an uncle who dirties his hands for the sake of his country and his niece. Yeah, he'd still be a villain, but he would never go after family because there's so little of Vlatava left with him even before the country's complete destruction.
(Werner's focus as a character was never really about becoming kiiiiiiing!!! His character was about reclaiming what was owed to him/his family/his country. He talks about justice multiple times and acts particularly with noblesse oblige as a man descended from a royal family (and he genuinely acts that way towards his people). His actions are never really that selfish.)
