Is it possible to play as the regions in vic 3 that aren't fully coloured in (because they're too far from being nation-states)? Like the Guarani in the Chaco and the South Island Maori?
No, unfortunately they aren't playable. The devs have said that they hope to make those "decentralized nations" playable one day, but they don't seem to have it as a priority.
I'm not sure if this works, but you can use the annex command in the console and then release them and play as them, but they would play, I think, as any other country.
Also the state of the Chaco there is completely wrong, those places weren't very populated by Guaraní at all, the Qom and Wichí people are absent. I made a personal mini-mod for myself once about it, and I want to do an official one it but there doesn't seem to be a major mod like Historical Flavor (there's one but it's more about cultural things rather than politics) I can add to

Against the Storm, I played it and it's alright, I really like the graphics because it reminds me of those quirky games made by small Euro studios back in the 2000s, really cool old style
People have educated me that these are often Banished-like games and if so I've played a few, Surviving Mars, Surviving the Aftermath, and more
I also really like the design of Foxes as playable species in that game

New Star Wars special edition where George Lucas appears as a background Jedi in one of the prequels, looks directly at the camera and states "Anakin is not allowed to form loving emotional connections because of the flawed Jedi code and this is why he falls to the dark side" and then returns to the background.
He also adds more CGI to correct some scenes.

In fact one of the things I really dislike about Jedi in the sequels is that they returned them to the prequel Jedi (ironically) with all its flaws and then destroyed them again instead of making a... well, New Jedi Order
In the Prequels it's very much explicitly told that the fatal Jedi flaw is that they are unable to love, and not only in a romantic/sexual sense. Anakin is not allowed to love his mother, is not allowed to love his wife, he is not allowed to love his children, and while he can confide in his master and his padawan, it's all repressed. George Lucas practically looks at you directly through the screen and tells you "Anakin fell to the Dark Side because he was not allowed to love". In the original trilogy, Obi-Wan and Yoda tell Luke not to have attachments, not to care for his friends, his family or the fate of his father. Luke does not cling to this and rescues his friends, redeems his father and saves the Galaxy.
What happens in the sequel universe? They tell us that the prequel Jedi were right. Ahsoka turns from the passionate girl she was and the determined woman she grew up into a generic wisdom dispenser. Luke tells the Mandalorian "no I can't train Baby Yoda... you tainted him with... fatherly love... he needs to be separated from everything he loves to be a Jedi, Jedi can only care about being Jedi" the exact same thing that we saw in the prequels started the fall of Anakin and the Jedi order.
So what, after all that change, after a whole galactic war and opera, they reach the same conclusion: Jedi are just emotionless bathrobe wearers who don't have sex. No need to improve or change things, let's just do things just as they were!
Well, I guess it was right then that Luke's Jedi were destroyed. But that was actually because JJ Abrams and Rian Johnson are dumb.
I really hate star wars' obsession with making it so there were a trillion secret sith and jedi everywhere in all the video-games, comics, books, cartoons, etc., when a big thematic core of The Empire Striker Back is that Luke was the last of the jedi.
Yeah, I can't lie I dislike it too. But the other day I watched a video about it where one guy did the math and counting every single survivor (including those barely canon ones from games and even theme parks) there were 56 known survivors of Order 66, and if there were only 10.000 Jedi (which I think it's undercounting, my headcanon is more like 100.000), the total survivors are less than 0.05% of the original order. To me at least that isn't just a low figure, that's wildly successful for Palpatine and the Empire if they could hunt down every single Jedi like that. (and many were killed during the Empire after all)
But Disney really quite forgot fast about the "Last of the Jedi" thing with regards to Luke even though I remember they were strict with it... at first. I guess Kanan, Ezra and Caleb didn't count because they weren't technically Jedi, just Padawans, okay, fine (by that matter Luke counts even less). But I don't really mind that there are a few surviving Jedi as long as they stay out of the picture.
The main problem here is Ahsoka of course, she should have stayed dead honestly not have lived beyond Episode 3. One could forgive that she was not mentioned before and she just kind of appeared and dissapeared (I used to really dislike her, now I think she's cool, mostly) during the Clone Wars, but not beyond that. She's too tied to the character of Anakin and just too important, plot-wise and in the setting, to just be around like that. Maybe I've seen too many memes about "Filoni can't kill his OCs" but honestly it's kind of true. Also they did their character horribly in live action, I don't know why they made her all wise and quiet. You could say she matured as a Jedi, but Yoda and Obi-Wan weren't like that, they had their personalities (Obi-Wan is the Wise Old Man archetype and he gets to be a troll to the end)
